Central Plant Cold Recycling is an innovative pavement preservation method. The process consists of milling the existing road and stockpiling the recycled asphalt pavement (RAP) in a central location close to the project. The recycled material is processed in a central plant setting where it is blended with a specially designed emulsion. Trucks haul the cold recycled material back to the road site where it is paved with conventional paving equipment. This process can also be used in new construction using RAP from other sources. Central Plant Recycling saves customers 40% on average when compared to other traditional methods. Agencies can also expect a higher life cycle when using this method.
